Risk from a slowdown in the world economy
| |
Countries with negative ratings -- particularly Brazil, Guatemala, Jamaica, Morocco and the Philippines -- would be at risk from a slowdown in the world economy as structural flaws in their economies could worsen, the agency said. The governments of Brazil, Israel, Lebanon, the Philippines and Turkey have also said they aim to tighten fiscal conditions and their ratings could be affected if they back down on these commitments in the face of tight revenues.
"Sovereigns that rely upon commercial cross-border debt (or have) an inappropriately loose fiscal stance ... could have their creditworthiness hurt more than those nations closer to the fray," sovereign analyst John Chambers said. The agency said it presumes a war with Iraq will be short and decisive. "A longer war, however, would tilt the risk to the downside in key areas," it said in a statement.
The agency was relatively upbeat on the risk of political turmoil in Middle East countries as a result of an Iraq war. "Standard & Poor's believes that the current leadership of rated sovereigns in the Middle East can withstand economic and political shocks without losing the broad support of their populations for market-oriented programs," it said. "The most serious risk could stem from policy mistakes made under the stress of regional conflict and of policy paralysis in the face of civil dissent, which, in turn, could result in lower ratings."

PROYECTO RETURN 07-23 .07 SPIS PROJECT FOR YOUTH-EUROPE
| |
Youth exchange project ...Return...? has been created by our non-government organization CREATIVE n.o. which contacted NGO SCEPUS with an offer for cooperation in the field of alternative forms of free time activities for young people with the orientation on traditional handicrafts. SCEPUS established in Spisske Vlachy the House of young artists in Spis where …Return…? will take place from 7th July to 23rd July 2003.
By the project …Return…? we would like to offer young people from Spis Region some kind of inspiration how to “cooperate within Europe” even if they stay at home country. Realization of this international exchange will be for us and for occupants from the House of young artists in Spis “the first European experience” thanks to which we will have opportunity to express our feelings and attitudes together with our coevals from Europe.
During the preparation of the project we wanted to continue in the Spis traditions, and that is why we decided to focus on nations who influenced its culture the most. Alongside with the mentioned fact crucial was to choose countries according to their present or future membership in European Union. We contacted organizations which we have known during several events abroad and which we haven’t had opportunity to cooperate with yet. Our partners are from following countries: Czech Republic, Poland, Rumania (Hungarian minority in Rumania), Italy, Spain, Germany and Netherlands. Altogether it means 68 participants.
The project program consists of Handicrafts workshops, Creative working groups, Round trips, Fieldwork, Discussion Evenings, National and International Evenings, Press day and lot of youth introduction or energizing games.
